i would say night of the living dead which is one of the scariest movies of all time, but the blair witch project was so awesomely promoted it wins the nod, besides the movie was cool to it made you use your imagination, with the internet,television,radio, and every other medium this movie made so much money on so little a budget

For me it's still a toss up between Night of the Living Dead and The Blair Witch Project. Both movies were incredible, and the directors were able to do so much on a practically nonexistent budget. I think Blair Witch cost like 35K to make, and Night of the Living Dead cost like 60K. I think I have that right. Either way...both movies were very good for costing so little to make. Both of them had a huge impact on the nation...and both of them are still favorites of many. Nuff Said.

Night of the Living Dead... hands down. It was SO MUCH MORE than a horror movie. It was one of the first movies to have a Black Man as a major leading character. the fight against good and evil was really the fight against themselves. Romero was telling a story, a horror story and a cultural one in the days of civil rights.
The Blair Witch Project had NO SUBSTANCE other than a good flick on a short budget but... it did have a few dozen million behind its marketing. Now, I do like the Blair Witch Project since it was enjoyable and I liked the documentry style realistic approach. But, pound for pound if one is going to pick an indy of horror to awnser the question, "who did the most with what they had" it cannot be anyone other than George. Think of how artistic it was for the time, the details of the New Reports, etc... not to mention it had a nude woman's butt in it (but if shes a walking dead nude woman I guess its fine).
